Ianto is a Welsh name. It's a pet form of Ifan, which is the Welsh form of John.

Ooh, neat! I was pretty sure Gareth David Lloyd was Welsh, so I assumed his character was as well, but now I have shiny, shiny confirmation. Damn, but I want to visit Wales now.

Yeah. That's a pretty Welsh name, right there. Only thing that could have made it more Welsh would be if his middle name was Dewi (Welsh form of David).
